The thing about klinklang is not so much about the available techs that counter it, but how the available cards already in existing decks can already counter it. Blastoise 2HKOs anything metal, and with the retrievals and max potions (if they play any) add to blastoise's longevity. And they can attack a turn faster than klinklang because of the lack of an accelerator.
Against other decks not rayeel, particularly darkrai, they have to contend with, on average, EIGHT cards that can wear down the klinklang player: namely, catcher and laser. On the other side, you won't find many players fitting in that many switch cards. Also, Cobalion EX is a horrible, horrible attacker. Personally, his only delegation is reduced to being an unlimited enhanced hammer.
What I find to be the RIGHT play (disclaimer: so far) is to use klinklang as the attacker itself while using Cobalion NVI (not the EX) as a secondary attacker. That permanent safeguard works very well barring moltres, and Iron Breaker is far better than Steel Bullet. With less big basics, four heavy ball becomes the play, and out of ten games, I have failed to get a T2 klinklang a total of... two times. Won that many games as well against blastoise and darkrai (one loss from each), but I also have to mention that they were very tough matches.
Yes, I play a 3/1 split, very consistent. Also play dowsing machine because the extra switch is worth it.
I'm very reluctant to try out either ether or colress machine engine mainly because of space issues, although I believe them to be worth the place IF I can squeeze it in. Stadiums I have found are a must because of virbank, even if I can sacrifice klinklangs like empoleon.
